Why are they important?
Declaring your category ensures your ad will be served correctly and improves the likelihood your creative will pass the 2-3 day manual creative review

Targeting options may be affected
Depending on your special category selection, some targeting won't be available.
Political will not be able to target by income.
Credit, Housing, and Employment will not be able to target by income, age, gender, or zip-code.
