There are various ways to build teams in Roku Ads Manager, depending on whether you're an advertiser or an agency.
As you begin to build teams in Ads Manager, you'll want to keep in mind who will own the organization and its associated data: the advertiser or agency. That’s because organizations and ad accounts aren't transferrable, and the owner ultimately:
Pays for ad spend
Manages users
Maintains control of ad accounts
Retains ownership of the data and assets
The recommended practice is for the advertiser to own the organization, with the advertiser’s organization admin inviting users to join the org as collaborators. These collaborators can be members of the advertiser’s internal team or third parties (i.e. agencies, contractors, etc.).
Alternatively, the advertiser may prefer that the agency owns the org instead. In that case, the agency’s organization admin will invite users to join the team.
The difference between the two models is who will own the data and assets if either party dissolves the relationship. Whoever owns the org – the advertiser or the agency – retains the data and assets.
You don't have to choose just one path. You can join an advertiser's organization and ad accounts while also running ad accounts that you've created under your own organization. This is useful for agency users who may work with some clients who own their orgs and others who don’t.

The organization admin invites others to join the org and its ad accounts. When they do so, they assign roles to the invitees.

Joining an organization
It’s best practice for the advertiser to own the organization and invite users to join it. That way the advertiser is sure to retain the data and assets of its ad campaigns.
Joining an advertiser’s org is simple.
Request an invitation from the advertiser. Be sure to include your business email and the emails of any collaborators from your agency in the request.
The advertiser can send the invitation through Roku Ads Manager. Note that if the advertiser doesn’t yet have an Ads Manager account, they’ll need to create one before they can send invitations.
Check your email for an invitation from Roku Ads Manager. To accept the invite, simply click on the link.
Invitations can't be shared and each individual will receive a unique link granting them access.
