Do I need advertiser verification?
Some gambling categories require advertiser verification before you can run ads on Roku.

How to apply for verification
Step 1: Create your account
When creating a Roku Ads Manager account for gambling advertising, select the applicable gambling subcategory (Fantasy Sports, Online Gambling, Brick and Mortar Casino, or Lotteries and Scratchcards) during account setup.
Note: Gambling ad accounts cannot be converted to other account types after creation.
Step 2: Submit documentation
Upload all required supporting documents, which will vary by subcategory but generally include gambling licenses or other lawful authorization to operate.
Licenses from outside the United States and applications from unlicensed gambling advertisers are not accepted.
Advertisers are responsible for keeping licenses current and in compliance with applicable local laws and regulations.
Roku reserves the right to request updated documentation at any time.
Step 3: Await review
After you submit, your documentation will be reviewed. You will be notified of a decision by email.
Policy Requirements
Audience targeting:
All gambling campaigns must target audiences 21 and older.
Geographic targeting:
Gambling campaigns must be geo-targeted to states where the advertiser is licensed to operate.
Zip code targeting is prohibited.
Creative:
Ads must visually or audibly state the 21+ age requirement.
No creative elements (characters, athletes, entertainers, influencers, music, etc.) designed to appeal to individuals under 21, or featuring anyone who appears to be under 21.
No suggestion or implication that minors should engage in gambling.
Accounts in the Fantasy Sports, Online Gambling, Brick-and-Mortar Casino, or Lotteries and Scratchcards categories may not run Action Ads.
Ads may not feature alcohol, tobacco, marijuana, or other controlled or illegal substances.
Claims:
Ads may not imply that gambling leads to social, financial, or personal success.
Ads may not describe gambling as low-risk or risk-free.
Ads may not imply that spending more or participating more frequently increases the chances of winning, or that one operator offers better odds than another.
Ads must comply with all applicable state-specific responsible gaming requirements, including any required disclaimers.
Compliance:
Advertisers are responsible for compliance with all applicable laws and regulations.
Violations of these policies may result in account restrictions or a permanent ban from Roku's platform.
Requirements for social casino, free-to-play games, and sweepstakes
These categories do not require advertiser verification but must still comply with the following:
Campaigns must target audiences 18 and older.
Social casino advertisers are strongly encouraged to disclose:
That success at simulated casino games does not imply success with real-money gambling;
Whether the app includes in-app purchases;
That the service is intended for users 18+; and
That the service is for entertainment purposes only.
